Karnataka Budget Session 2025
Bengaluru, March 4: The Karnataka Budget Session 2025 commenced today at Vidhana Soudha, marking the first Legislature Session of the year. Governor Thaawarchand Gehlot inaugurated the fortnight-long session with a joint address to both Houses, setting the stage for Chief Minister Siddaramaiah’s highly anticipated budget presentation on March 7. The session, which will conclude on March 21, is expected to focus on economic policies, welfare schemes, and political clashes amid escalating tensions between the State Government and Raj Bhavan.
Governor Gehlot Touts Government Achievements Amidst Political Tensions
In his 45-minute address, Governor Thaawarchand Gehlot praised the Congress-led government’s “pro-people policies” and claimed Karnataka had achieved “new highs in every sector” despite skepticism over its ambitious welfare programs. “My Government has accelerated development and strengthened the state’s economy. We are committed to wiping the tears of even the last man in society, in line with Mahatma Gandhi’s vision,” he stated.
Gehlot highlighted increased revenue collections, a surge in private and international investments, and progress in sectors like infrastructure, education, and healthcare. However, his speech came against the backdrop of a strained relationship with the Siddaramaiah administration. The Governor’s office has previously clashed with the government over investigations into the MUDA (Mysuru Urban Development Authority) sites allotment case involving the Chief Minister, as well as delays in approving key bills.
BJP Slams Governor’s Address as “Congress Script,” Flags Economic Concerns
The Bharatiya Janata Party (BJP), Karnataka’s main opposition party, dismissed the Governor’s address as a “Congress-authored script” disconnected from ground realities. BJP leaders criticized the government for “reckless borrowing,” alleging that the state’s debt has crossed Rs 5.5 lakh crore. “The Governor’s speech is a bundle of lies. Karnataka is staring at an economic crisis due to mismanagement and populist schemes,” said Leader of Opposition R Ashoka.
The BJP plans to push for a white paper on the state’s finances during the session and target Siddaramaiah over his alleged involvement in the MUDA scam, where he is accused of misusing his position to allot prime plots to family members. The party also intends to question the government’s preparedness for the impending harsh summer and water scarcity.
Siddaramaiah’s 16th Budget: Focus on Welfare and Infrastructure
All eyes are now on Chief Minister Siddaramaiah, who will present his 16th state budget on March 7, likely with an outlay of Rs 4 lakh crore. As the Finance Minister, Siddaramaiah is expected to prioritize flagship welfare schemes like Gruha Lakshmi (women’s financial aid), Shakti (free bus travel for women), and farmer loan waivers. Infrastructure projects, including the Bengaluru Metro expansion and irrigation initiatives, may also receive heightened allocations.
This budget will bring Siddaramaiah closer to the record held by former Gujarat Finance Minister Vajubhai Vala, who presented 18 budgets. Vala, notably, served as Karnataka’s Governor before Gehlot.
Political Showdown and MUDA Scam Shadow Session
The session is poised to witness heated debates, with the BJP vowing to corner the government over corruption allegations and fiscal policies. The MUDA scam, in particular, has become a lightning rod for opposition attacks. Last year, Governor Gehlot permitted an investigation into Siddaramaiah’s role in the case, deepening the rift between Raj Bhavan and the government.
Meanwhile, the Congress has accused the BJP of politicizing governance issues. “The Governor’s constitutional duty is to uphold the elected government’s mandate, not act as an opposition ally,” said Minister Priyank Kharge.
Special Ramp for Ailing CM; Session Logistics
In a first, authorities constructed a special ramp at Vidhana Soudha to assist CM Siddaramaiah, who is recovering from a knee surgery. The 76-year-old leader, advised six weeks of rest, used a wheelchair to attend the session. His health has sparked speculation about potential portfolio reshuffles, though the CM’s office insists he remains “fully active in governance.”
Key Agenda: Balancing Welfare and Fiscal Discipline
As Karnataka gears up for the 2024 Lok Sabha elections, the Siddaramaiah government faces the dual challenge of sustaining welfare initiatives while addressing concerns over rising debts. The budget will likely aim to strike a balance between populism and fiscal prudence, with an emphasis on job creation, agriculture, and IT sector growth.
Conclusion: A Pivotal Session for Karnataka’s Future
The 2024 Budget Session is more than a fiscal exercise—it’s a battleground for Karnataka’s political and economic direction. With the Governor’s address setting a contentious tone and the BJP sharpening its attacks, Siddaramaiah’s budget will be scrutinized for its vision to navigate economic headwinds and uphold the Congress’s “guarantee” schemes. As debates unfold over the next two weeks, all stakeholders will watch closely to see whether cooperation or conflict defines this critical legislative chapter.
